WC19 & WC20 Explained: Safer School and NEMT Transport in a Manual Chair

When it comes to transporting students or clients who use wheelchairs, there can never be enough attention to safety. School districts, Non-Emergency Medical Transport (NEMT) providers, and clinics must ensure that the chairs themselves, as well as the transport securement systems, meet established WC19 and WC20 safety standards.
At Freedom Designs, many of our manual wheelchair frames and seating components are WC19 and WC20 transit-approved, giving therapists, schools, and families confidence that their riders are protected. But what exactly do these standards mean, and how do they affect transport planning for students on an Individualized Education Plan (IEP) or clients relying on NEMT services? Here’s a look at each of the two standards.
WC19 Explained
WC19 is the RESNA (Rehabilitation Engineering and Assistive Technology Society of North America) standard that defines how a wheelchair must perform when used as a seat in a motor vehicle. It was introduced in 2000 to address the reality that many people ride while seated in their wheelchairs on buses, vans, and school transport.
For a manual wheelchair to be WC19-compliant, it must:
- Pass dynamic crash testing at 30 mph/20 g frontal impact using a 4-point tiedown system.
- Have four clearly marked securement points that allow quick, safe attachment of vehicle tie-downs. These anchor points are reinforced to withstand crash forces.
- Provide clear labeling and instructions for transport use, so school or NEMT staff know exactly how to secure the chair.
- Be designed so that lap and shoulder belts can be properly positioned on the rider (not obstructed by armrests, sideguards, or frame geometry).
- Eliminate sharp edges or hard surfaces where belts or tie-down straps make contact, preventing webbing damage.
When a wheelchair frame meets WC19, it gives schools, therapists, and transport providers confidence that the chair itself will not be the weak link in a crash.
WC20 Explained
WC20 applies to wheelchair seating systems such as backs, cushions, headrests, and tilt/recline hardware. Just like frames, these components must prove they can hold up during vehicle transport.
For a seating system to be WC20-compliant, it must:
- Pass crash testing while mounted on a WC19 frame, showing that it remains attached and does not shift dangerously during impact.
- Use robust hardware and attachment methods that prevent separation from the base in a collision.
- Allow proper use of occupant restraints, ensuring belts can pass over the rider’s pelvis and shoulders without interference.
- Include documentation and labeling confirming WC20 approval for transport use.
Why does this matter? A WC19 frame paired with a non-WC20 seating system creates a safety gap. Even if the frame is crash-tested, untested seating can detach or fail under impact, putting the rider at risk.
Freedom Designs offers WC20-approved seating options, including the PRO-CG tilt system, which means the entire system—frame plus seating—is designed and tested to protect the rider during transport.
Why This Matters for Schools and NEMT Providers
For schools, compliance with WC19 and WC20 is critical for IEP transport planning. A chair that isn’t transit-approved may put students at risk, complicate transportation arrangements, and even result in liability concerns for the district.
For NEMT providers, these standards mean safer rides and fewer worries about improper securement in vans, buses, or accessible taxis. With the growing focus on mobility safety standards across healthcare and education, choosing WC19/WC20-approved equipment is just expected.
How to Specify Transport Brackets and Securement
When ordering a manual wheelchair for a student or client who will regularly travel by bus or van, it’s essential to specify transport brackets. These are reinforced anchor points on the wheelchair frame that allow tie-downs to be properly secured.
At Freedom Designs, transport brackets are available for many of our most popular frames, including the NXT and Spectrum series. They’re also included in order forms and documentation for the PRO-CG tilt system, making it easy to ensure the right configuration from the start.
You always want to confirm that both the frame and the seating are approved for transit. A WC19 frame with a non-WC20 seating system may compromise safety.
Occupant Restraint Basics
A WC19 wheelchair provides securement points for the wheelchair itself, but remember, the rider still needs to be restrained. Best practice is to use a lap and shoulder belt that connects to the vehicle, not the wheelchair.
Key points for therapists and transport teams:
- The lap belt should fit low and snug across the pelvis, not the abdomen.
- The shoulder belt should cross the chest and collarbone, not the neck or face.
- Never rely on a wheelchair’s positioning belt as a substitute for a crash-tested restraint.
Correct restraint use is a vital part of transport safety, and training transport staff on these basics can prevent serious injury.
A Quick Checklist for Clinics and Schools
To make WC19/WC20 compliance easier, here’s a practical checklist for your next evaluation:
- Verify that the wheelchair frame is WC19-approved.
- Confirm that seating components (cushion, back, tilt) are WC20-approved.
- Specify transport brackets on the order form.
- Train staff on proper securement and occupant restraint.
- Document transport requirements in the IEP or care plan.
Why Trust Freedom Designs for Your Compliant Transportation Solutions?
At Freedom Designs, we’re committed to helping therapists, schools, and NEMT providers create transport solutions that are both safe and individualized. Our Spectrum and NXT frames come with WC19-compliant transport options, while our seating, including the PRO-CG tilt system, has WC20-approved components for full occupant protection.
We also make it simple to document and order these features. Our transport policies and order forms clearly note WC19/WC20 compliance, so there’s no confusion when it comes time to submit documentation for school or Medicaid approval.
